Kennedy presents the President’s Award for Distinguished Federal Civilian Service to Dr. Frances Kelsey in August, 1962, for her role in protecting the public health and averting catastrophic birth defects across the U.S. by refusing to approve the drug thalidomide.” US FDA History.
